Sir Arthur Richards (later Lord Milverton of Lagos and Clifton) becomes Governor; introduces the first Federal form of constitution worked on earlier by Sir Bernard Bourdillon

1944

National Council of Nigerian and Cameroon (NCNC) formed August 26; Herbert Macaulay is president and Nnamdi Azikiwe is General Secretary. In December, Sir Richards lays out constitutional reforms (December)
